Understanding the Required Documents

Every overseas recruitment order from Bangladesh requires three core documents from the employer side. Here is what each one is, why it is required, and how it fits into the process.

Demand Letter

The Demand Letter is the official job offer issued by the overseas employer on company letterhead. It specifies the trade/job title, number of positions required, salary and allowances, accommodation arrangements, working hours, and contract duration.

This document must be authenticated by the relevant Chamber of Commerce or Ministry of Foreign Affairs in the destination country, then attested at the Bangladesh embassy or high commission there. Without an attested Demand Letter, the Bangladesh Bureau of Manpower, Employment and Training (BMET) will not grant emigration clearance for workers to depart.

Employment Contract

The Employment Contract is the legally binding agreement between the employer and each individual worker. It must clearly state: salary, payment schedule, working hours, overtime entitlement, annual leave, medical benefits, accommodation and transport provision, notice period, and grounds for termination.

For GCC countries (Saudi Arabia, UAE, Qatar, Kuwait, Bahrain, Oman), the contract must comply with the receiving country's labour law and be attested by the relevant embassy in Bangladesh or the Bangladesh embassy in the destination country. For Malaysia, contracts are registered through the Foreign Workers Centralised Management System (FWCMS). Workers retain the right to a copy of their contract in a language they can read before departure.

Power of Attorney

The Power of Attorney (POA) is a legal document that authorises the licensed recruitment agency in Bangladesh to act on behalf of the overseas employer for all in-country documentation processes. This includes BMET registration, emigration clearance, police clearance coordination, and medical examination scheduling.

The POA must be notarised in the destination country and attested by the Bangladesh embassy there. For bulk recruitment orders where the employer cannot travel to Bangladesh, the POA is essential to keep the process moving without delays. It is also required by BMET as part of the formal agency registration.
